Dear NAPE Members,
I hope that the new school year has started with a great enthusiasm
and that your students are eager to learn and your colleagues are
looking forward to some great professional development offerings from
NAPE!
With that in mind, mark your calendars now for the NAPE Professional
Development Institute to be held April 16-19, 2012, in Arlington, VA.
As in the past, we will have nationally recognized keynote speakers
and a workshop agenda filled with relevant and practical strategies
for increasing access and success of special population students. The
STEM Equity Pipeline will conduct its annual leadership institute on
April 16, 2012, and will sponsor a workshop strand on strategies to
increase the participation and completion of women and girls in
STEM-related programs of study at the secondary and community college
levels. On April 18, 2011, you will have the chance to interact with
federal policymakers, legislators, and advocacy professionals on
Capitol Hill. Watch for the Request for Presentations to be released
next week, and submit a proposal to share the good work you are
doing!
The NAPE Executive Committee is meeting this week in Tulsa, OK, to
develop its Program of Work for 2012, which will be posted on the
NAPE website. We can accomplish so much more when everyone is
participating. Please answer the forthcoming call for committee
membership by volunteering to serve on a NAPE committee. As my Amish
neighbors say "Many hands make light work!"

Technical School Training Subsidy Bill Summary from
ACTE
Rep. John Barrow introduced H.R.
2851 to create a pilot technical school training
subsidy program as part of the Workforce Investment Act. The
bill, which was also introduced last Congress, would authorize the
Department of Labor to create a pilot demonstration program under the
Workforce Investment Act (WIA) that grants those seeking career and
technical training up to $2,000 toward their education.

House Committee Passes Women's History Museum Bill
On September 8, the House Transportation and Infrastructure Committee
approved a bill (H.R. 2844) to authorize the conveyance of a parcel
of federal land near the national mall to National Women's History
Museum, Inc. for the purpose of establishing the National Women's

Among special populations of students, English-language learners may
represent virtual learning's last frontier. With the dual challenges
of grasping a new language and keeping up with other academic
studies, ELLs would seem poised to benefit greatly from the prospect

Lee College's Project LeeWay Provides Technical
Education to Low-Income Students, Single Parents The Ultimate
Baytown
The program provides students with six weeks of intensive training in
basic math, reading composition, study skills and computer skills.
Additional program components include career exploration and job
search assistance, as well as support services such as childcare,
textbook and transportation assistance, financial aid resource
identification and tutoring. Upon completing the program, a student

Wal-Mart Announces Women-friendly Initiatives Andrea Chang,

Discount giant Wal-Mart Stores Inc. announced a multibillion-dollar
initiative to promote female workers and women-owned businesses as
part of an effort to improve its corporate image. The move came as
the nation's largest retailer continues to deal with accusations that
it doesn't have an equal workplace. The company may face individual
claims of sex discrimination after the U.S. Supreme Court threw out a

Education Has Greater Effect on Earnings than Race,

A worker's level of education has a greater effect on his or her
earnings over the course of a 40-year career than any other
demographic factor, including gender or race, according to a new
study released this week by the U.S. Census Bureau. The study comes
as policymakers revisit the importance of higher education at a time
of rising tuition and sinking job prospects for new graduates. Race

for Women's Policy Research
This new research brief shows that the recession and job loss
have been both larger and longer lasting for men than for women, but
that the recovery for men has at least begun, while women's job
growth has so far failed to take hold. In fact, the job gap between
