Supreme
Court Blocks Massive Sex-Discrimination Suit Against Wal-Mart Robert Barnes,

On June 20, the Supreme Court blocked the nation's
largest-ever sex discrimination case, ruling in favor of Wal-Mart in
a decision that raises significant hurdles for other class-action
suits brought against big corporations. As many as 1.5 million current
and former female workers could have been included in the class suing
Wal-Mart, the world's largest private employer, and the company faced
the possibility of owing billions of dollars in back pay. But the

WIN Nontraditional Jobs Re-introduced in House and Senate
In the wake of the Supreme Court's Wal-Mart employment
discrimination ruling, Congressman Jared Polis (D-CO), Senator
Barbara A. Mikulski (D-MD), Congresswoman Rosa L. DeLauro (D-CT),
Senator Kirsten Gillibrand (D-NY), and Congresswoman Gwen Moore
(D-WI) re-introduced the Women and Workforce Investment for
Nontraditional Jobs (Women WIN Jobs) Act, which would provide women
with a pathway to higher paying job fields in which they are

Equal
Rights Amendment Reintroduced
On June 22, 2011, Rep. Carolyn Maloney (D-NY) and Sen.
Robert Menendez (D-NJ) reintroduced the Equal Rights Amendment (H.J.
Res. 69 and S.J.Res.21). The 88-year-old amendment has been
reintroduced every year since it narrowly failed to meet the required
number of state ratifications in 1982. To support the reintroduction,
Maloney pointed to the Supreme Court Wal-Mart decision as a

Reauthorization
of the Second Chance Act Introduced in the Senate
On June 20, 2011, Senators Leahy (D-VT) and Portman
(R-OH) introduced The Second Chance Reauthorization Act, S. 1231,
which seeks to consolidate and improve the grant programs authorized
by the Second Chance Act. Among the important programs are reentry
demonstration and mentoring grants, addiction treatment grants, and

Announces New Initiative to Promote Manufacturing Certificates ACTE
Legislative Update
On June 8, 2011, President Obama spoke at an event
hosted by The Manufacturing Institute and Skills for America's
Future. The president highlighted the need to train individuals with
the skills necessary to fill jobs in the manufacturing industry. He
also announced the goal of credentialing 500,000 community college
students with certifications aligned to manufacturers' hiring
needs.

since 1990, but a wide achievement gap between Hispanic students and
